Today, more than 30 states and Washington, D.C. have legalized sports betting in some form. Each state sets its own rules regarding:

  • Licensing – which companies can operate sportsbooks, both online and in person.
  • Taxation – how much operators must pay in taxes on their revenue.
  • Consumer protections – requirements for responsible gambling tools and data security.

This decentralized system means that betting in New Jersey, for example, may look quite different from betting in Nevada or New York. Still, all legal markets share a common goal: to create a safe, transparent environment for players while generating tax revenue for public programs.

Sports betting has become a significant source of revenue for many states. Operators pay taxes on their gross gaming revenue—the difference between total wagers and payouts to players. These funds often support public education, infrastructure, or programs addressing gambling addiction.

For individual bettors, winnings are taxable income under federal law. Sportsbooks typically issue tax forms for large wins, and players are responsible for reporting smaller ones. This is an important distinction from some other countries where gambling winnings may be tax-free.
